In occupied Kashmir, a doctors’ group has said that political detainees, who are languishing in various jails of the valley for their anti-India political ideology are denied medical care.“Central Jail in Srinagar, where there are around 600 inmates, lacks the facilities of specialist doctors and basic emergency diagnostic tools like ECG and X-Ray. Even lives saving drugs are not available,” President Doctors Association Kashmir DAK Dr Nisar-ul-Hassan said.The detainees who need specialist services in tertiary care hospitals are not allowed even after being referred by jail medical staff, he said. From November, this year, the authorities had detained over 1200 anti-India activists to carry our elections in the disputed region.Depriving prisoners of health care is against “Geneva Convention”, article 13 of which states that any omission by the detaining power that endangers health of a prisoner is prohibited and is a serious breach of the convention.“The sub jails of Baramulla, Kupwara and Islamabad do not have facilities of qualified medical personals, the senior doctor said”.India should allow the International Red Cross to visit jails in Kashmir, he demanded. “The inmates of jails live in extremely unhygienic conditions and overcrowded barracks make them vulnerable to contract contagious diseases.”Article 30 of the Geneva Convention says that prisoners should not be prevented from access to medical care and maintaining good health of detainees is an obligation on detaining powers.
